Usually it is the browser, not Blackboard. A web page cannot read your clipboard without permission, so right-click Paste in the content editor quietly does nothing while Ctrl+V works. The other causes are Word formatting the editor strips, a campus virtual desktop with the clipboard switched off, and tests that require LockDown Browser, where paste is disabled on purpose.
Try Ctrl+V (Cmd+V on Mac) instead of right-click Paste. That fixes the majority of "Blackboard won't let me paste" reports, because a keyboard paste is a native browser action and an in-page paste control is not. If the text arrives but looks wrong, use the editor's Clear Formatting or its HTML view. If you are in a proctored test that requires LockDown Browser, paste is disabled deliberately and there is no legitimate way around it.

This one catches almost everybody, and it is not Blackboard's fault. For security reasons, a web page cannot read the contents of your clipboard on its own. If you would rather have the in-page control work, you can allow clipboard access for the Blackboard site in your browser's site permissions. In Chrome and Edge that lives under Site settings and then Clipboard. On a managed campus machine that may be locked by policy, in which case the shortcut is your answer.
Text pasted from Word, Google Docs or a web page carries rich-text markup that Blackboard's content editor does not keep intact. The text arrives, but headings flatten, lists collapse, spacing goes odd, or invisible markup follows it in and breaks the layout. Two clean fixes:
A plain-text hop does the same job with no clicks: paste into Notepad or TextEdit, re-copy, then paste into Blackboard. If that fixes it, nothing was ever blocking you.
Lab, library and clinical-placement machines are often virtual desktops rather than local PCs. Virtual desktop platforms carry the clipboard as a redirected channel that administrators can switch off, and many campuses do. When it is off, text you copied on your own laptop, or in an application outside the session, never reaches the session at all, so the browser inside it has nothing to paste. The signature is that paste works fine at home and fails only on the campus machine. If paste fails only inside a test, and only that test, your instructor has required Respondus LockDown Browser for it. LockDown Browser is a separate proctoring application, not a Blackboard feature. Respondus documents that copying and pasting anything to or from an assessment is prevented, that right-click menus, function keys, keyboard shortcuts and task switching are disabled, that printing and screen capture are disabled, and that access to other applications including messaging, screen-sharing, virtual machines and remote desktops is blocked.
That is the intended behaviour of a proctored exam. It is not a bug, there is no setting for you to change, and there is no legitimate workaround. The causes are the same in both. Ultra's content editor exposes a compact toolbar that you expand with the chevron to reach the HTML button and the less-used formatting controls, so people occasionally conclude Ultra "removed" paste when the control they wanted is one click away. Neither Original nor Ultra ships a switch that lets an instructor forbid pasting into an ordinary assignment submission box. When paste really is disabled in a graded activity, a proctoring layer such as LockDown Browser is doing it.
