Because it is built to stop you. Respondus states plainly that copying and pasting anything to or from an assessment is prevented. That is the feature, not a fault, and there is no student-side setting for it. Here is exactly what LockDown Browser blocks, what your real options are, and where accommodations come from.
Paste is blocked on purpose. In Respondus's own words, "copying and pasting anything to or from an assessment is prevented." Right-click menus, function keys, keyboard shortcuts and task switching are disabled, printing and screen capture are disabled, and access to other applications including messaging, screen-sharing, virtual machines and remote desktops is blocked. Nothing you install changes that.

LockDown Browser is a separate application your institution integrates with its learning management system. When an instructor marks an assessment as requiring it, the test will only open inside that browser, and the browser hands you a deliberately reduced environment. From Respondus's own description of the product:
Respondus also describes blocking a long list of advanced evasion techniques, virtual machines, remote desktops, screen recording and launching applications on timers among them. Read that list the way it is intended: the environment is designed on the assumption that someone will try to get around it.
Two reasons, and neither is arbitrary. Paste into the exam would let prepared answers arrive from a document, a chat window or an AI assistant open behind the test. Paste out of the exam would let question text leave the room and end up in a shared question bank, which is the reason institutions care about copying out at least as much as copying in. Blocking the clipboard in both directions closes both, and it does so at the application level, which is why nothing you do inside the exam window has any effect.
Different problem entirely, with mundane causes and real fixes:

copypaster is an auto typer. It reads your clipboard and types the text into the focused field as real keystrokes. People use it because a remote desktop has the clipboard switched off, or because an enterprise application refuses pasted input, and retyping three pages by hand is a waste of a working day.
It is not a way around LockDown Browser, and we are not going to help you use it as one. The proctoring environment blocks and watches for other applications running during an assessment, so the attempt is likely to fail on its own terms. More to the point, using any tool to bring prepared answers into a proctored exam is academic misconduct, and the consequences of that land on you, not on us. We would rather lose the download than pretend otherwise.
Where copypaster genuinely fits a student's life is everything that is not an exam: getting a drafted essay into a submission box on a lab machine whose clipboard is disabled, filling long forms in a placement system, entering text into a clinical or enterprise application that blocks paste. Not by a student. The instructor requires LockDown Browser from the assessment's settings in the LMS, and the restriction comes with the environment. If your exam genuinely needs outside material, raise it with the instructor before the exam.

Contact your institution's disability or accessibility services before the exam date. They arrange approved accommodations with the instructor and the proctoring setup. Approved in advance is honoured; improvised at exam time is a violation.
